A common reaction is that reducing ETF leverage reduces systemic risk. Maybe. But the on-chain data suggests the opposite: it concentrates risk into less transparent instruments.
The intuitive view: lower leverage = lower risk. But the data shows that when you cap the leverage on a regulated, audited product, the capital doesn't vanish. It moves to products with no leverage caps, no circuit breakers, and no daily rebalancing rules — like crypto perpetual swaps.
